UU stands for Underused and Pokemon in this list tend not to get used in standard play due to worse stats or a poorer movepool. People are attracted to this metagame because they are fed up of the few standard Pokémon dominating the OU metagame. Pokémon in higher tiers are not allowed, and Pokemon from NU are. Note that this exact list is specific to PKMN.NET and the DP metagame.

Glaceon's stat spread is really poor, and its movepool is also pretty bad. No chance of any sort of UU centralization either.
Aggron simply has a horrible typing. It is cut out like Rhyperior, it's supposed to be a physical sponge. Aggron sports a X4 weakness to what could be the two most commonly used physical attacking types, Ground and Fighting. A physical wall that is OHKOed by an Earthquake or Close Combat is not a good one at all. It's like making a special wall with a x4 weakness to psychic
Why are Muk and Blastoise up there?
Muk is a meh Pokemon overall, and Blastoise isn't really that great. :/
Why are there unevolved pkmn in here?
Cause they fare here just as well as the evolved Pokémon.

Glaceon doesnt deserve to be here. neither does Froslass or any Ice pokemon, if it can kill an annoying dragon type then i'll use it. Why do we even have tiers? thats a little lame, tournaments should allow any pokemon but legendaries.
The Yache Berry stomps on your argument. Reduces damage from one ice attack. Froslass would be swept and Glaceon lacks speed. :\
And tiers are there for a reason.
Yache changes a x4 weakness to a x2 weakness, btw.
By the way, IceRain, not all legendaries are Uber. Look at Suicune?
IceRain, Remember: tiers are not absolute. They move and change with new strategies and moves. They are decided by people to whom Pokémon is just battle after battle. Don't take it personally.
And some tourneys do. They something along the lines of:
"All Pokémon allowed, except Mewtwo, Girantina, Dialga, Palkia, Groudron, Raquaza, Kyogra, (don't laugh at my spelling) Wobbofet, Garchomp or any not readily obtainable Pokémon." "not readily obtainable" means event Pokémon, or hacked Pokémon. But still, you wouldn't want a Glaceon up against a Heatran, would you?
Glaceon's speed stat is not the worst speed stat. usami I wouldn't put any of my pokemon up against a Heatran if I had a choice. Unless I was catching it. The reason why it seems I am mad (which I am not actually mad) is because most of the pokemon I use are on here, like Luxray, Ninetails, Butterfree, Raichu, Sandslash. It make's me feel as if the only thing I am capable of training are "not very good" pokemon.
Also Webby you have to remember that a lot of the dragon pokemon are double weak to ice. therefore it would still leave a x2 weakness to ice with it holding a Yache berry. And can some one delete that double post I made a while back?
Froslass' stats may not be excellent but mine knows blizzard, thunderbolt, Wake up slap and shadow ball (yeah it's legit :)) I don't know why it's so low

Where does a Rattatta slot in to these tiers?
Luxray? UNDERUSED? Come on! I use it on my OU team, and it's great. I've KO'ed many a Foretress, etc. It should at least be borderline. I know, it's speed needs improvement, but it's decent with a good moveset.
