Pikachu VRS is the American name for Pikachu Genki Detchu, the virtual pet game on the N64. Once you find Pikachu in the forest, you call his name through the speical microphone add-on. Now, Pikachu will obey listen to you. Pikachu will react depending on your tone of voice. For example if you yell "PIKACHU YOU LITTLE *******" it will get angry. If you calmly say "Pikachu dearest heres some Pokéchow" Pikachu will be happy. Information is scarse at the mo but here are some pics of the microphone and screenshots from the game:
