You could only get cyndaquil if you defeat the Elite 4 and migrate from either Emarald,Silver or Gold

Minor late correction, you could also get it by trading the Quivla you recieve on Colloseum onto your GBA game then breeding it, and migrating the newborn

or you could just get it or any of it's evolutions from the other games and breed it then
