Have you ever deposited a Pokémon into one of your boxes, only to bring it out and notice that its stats have gone up without it raising a level? It happens because when you withdraw a Pokémon its stats are recalculated based on the stat experience and level experience.
Its important to know that Stat experience and level experience are different things. Level experience is what gets counted up to decide what level your Pokémon is on- you can see what this is by going to the stats screen. As we all know, the level your Pokémon is on tells it when to evolve or learn an attack. Stat experience is more hidden and we can only see it in action by looking at the different stats on the stat screen- attack, defense, speed, special (RBY), special attack (GSC) and special defense (GSC). Stat experience calculates stats, and these stats are used to set the power of attacks and other battle things.
Even if your Pokémon is at level 100, if you continue to train your Pokémon they will gain stat experience, and with more stat experience, when stats are recalculated they will be higher if you've given them enough extra.
When you give a Pokémon a "drugging" item, like carbos or iron, instead of making people see goblins and jump off buildings like in real life, this raises the Pokémon stats. This is, in theory also raising the stat experience in the same way a rare candy raises level experience.
Stat experience also explains why training a Pokémon from a low level is
stronger than catching a Pokémon at a high level. When you train from a low
level the Pokémon gets lots of stat experience, if you catch a high level
Pokémon it has missed out on all of that training that gets it stat experience.
This said, the power also depends on base stats so don't expect Colin the
Rattata you trained from :L2 to :L100 to stand a chance against a Mewtwo trained
to :L100 from :L70.
Its worth noting that stats don't continue to go up forever, they can only reach the personal best stat- which ISN'T the max stat for that species of Pokémon
necessarily. The max stats your Pokémon can have are determined by the DV's when you catch the Pokémon.
Don't ask about DV's - they're horribly complicated and still don't really understand that much. Just accept that they're there.
