That's the good news. The bad news? You'll need to complete your Hoenn Dex first (you only need the first 200, thankfully. That means no Jirachi and Deoxys). Every single one of them needs to be caught. Then simply visit Prof. Birch and he'll give you one to help you complete your National Dex! (surely if he's that desperate to have you complete it he should give you all three?).

And yes, it's as simple as that. You can only get one, so pick wisely. To get all three you'll either need to use a cheating device, have 2 kind Emerald Game-owning friends, have three games, or have the patience to continually complete the same game three times. Or just trade off Colosseum. Assuming you snagged them, of course.
