Both the Plume Fossil and Shell Fossil can be found in the Relic Castle. However you can only pick one to revive. Once you made your choice, head over to Nacrene City Museum and hand over the fossil to revive your Pokemon. Don't feel bad about not getting the other one, you can be sickeningly nice to your friends and plead with them to breed you the relevant Pokemon..

These Pokemon, of course being from Kanto, Hoenn and Sinnoh. To obtain the fossil to revive and get your Pokemon, firstly you need to get the National Dex and after that, once per day you can speak to a man inside Twist Mountain who will give to you, a random fossil. Like the others, take them to Nacrene City Museum next to revive the Pokemon.
