Pokémon can come to you in a variety of ways. You might catch them in the wild, in a contest, be traded them or find them inside chocolate eggs. By far the easiest way though is, of course, to be given a Pokémon. Quite a few Pokémon can be obtained for free within HeartGold and SoulSilver.

This page omits the most obvious Gift Pokémon in the game - the Starter Pokémon. You can read about those here..

Togepi

Following your Starter Pokémon, the first Pokémon you will be gifted is Togepi. After defeating Volkner at the Violet City Gym, Professor Elm will ask you to meet his Aide at the Violet City PokéMart. There you will be given an Egg, which eventually hatches into Togepi.

Eevee

Eevee, Lv. 5	ID: Own	Attacks: Helping Hand Tackle Tail Whip

After you reach Ecruteak City Pokémon Center, return to Bill's House in Goldenrod City and he will offer you an Eevee. If collected early in the game, this Pokémon is well worth training due to the sheer number of types you could evolve it into.

Shuckle

After defeating Chuck in the Cianwood City Gym, go to the South West house in Cianwood City and a trainer will ask you to look after his Shuckle. Although this appears at first to be temporary, if you later attempt to return the Shuckle the trainer will refuse to take it back, claiming it looks to be better off with you.

Dratini

After defeating Clair in the Blackthorn City Gym, she will send you into the nearby Dragon's Den to attempt to secure £100,000 funding for her new project, in return for 30% equity. No, sorry, wrong show. Clair will send you into the Dragon's Den to speak to the Elders who live inside. The Elders will ask you questions about the way you treat Pokémon. If you give friendly, compassionate responses, they will reward you with a Dratini knowing the special move, Extremespeed. Otherwise you will be given a standard Dratini.

Tyrogue

Tyrogue, Lv. 10	ID: Own	Attacks: Fake Out Foresight Helping Hand Tackle

Tyrogue is probably the last Gift Pokémon you will come across. The Fighting Dojo from Saffron City is now in training, deep within Mt. Mortar. Use the middle entrace of Mt. Mortar and follow the path until you reach the basement level. Defeat the Dojo in battle and he will reward you with a Tyrogue.
