The original Gold/Silver games introduced the idea of Pokémon Swarms - a short period of time where a normally rare Pokémon becomes common in a certain area. HeartGold and SoulSilver continue this and expand on it quite significantly.
While in the original games you were notified of Pokémon Swarms via phone calls with trainers on the PokéGear, this time, because of the sheer amount of Pokémon which can now swarm, there is one guaranteed swarm a day. You can find out which Pokémon is swarming on a certain day and where by checking out Professor Oak's Pokémon Talk show on the radio.
It's also worth bearing mind that certain Hoenn and Sinnoh Pokémon can be obtained via this method after you receive the National Dex, so this can be particularly useful in completing your Pokédex.
