This episode is essential viewing because: Butch and Cassidy return. Richie returns.

The scene was left with Ash and Co. looking at a somehow familiar looking Pikachu. Ash eventually realised that this Pikachu is in fact Sparky, Richie's Pikacu. Talk of the Devil, Richie appears. Both are shocked, as they haven't seen each other since the Indigo League. They both catch up with what's been going on, and Ash asks Richie what he's doing round here. Richie explains that after the League, he heard about a mysterious Pokemon here, and has spent loads of time doing research. Richie explains that from his research, he thinks that this Pokemon is on a nearby island. They all take a boat over to the island.

Meanwhile on the island, a kid is swimming round with a Lanturn, and a mysterious shadow under the water. When he spots Ash and Co. coming on their boat, he quickly tells the shadow to hide. They walk up to the boy, and ask him whether he has seen any mysterious Pokemon around here. The boy, who introduces himself as Oliver, says no he hasn't, though he sounds nervous. Ash and Co. leave to search the rest of the island. When they are gone, Oliver tells "Silver" to come back up. Up swims............. a baby Lugia! Oliver starts to play with Silver, unaware that from the bottom of the sea, Team Rocket are spying on him....... These 2 Rockets report to a Professor. The Professor dispatches a submarine, in an attempt to catch the baby Lugia........... Ash and Co. see what's happening, and quickly run over. Butch and Cassidy emerge from the black submarine. They launch a net to catch Silver, but Ash's Bayleef slices the net with its Razor Leaf. Angry, they release a Houndour and a Hitmontop, but Ritchie has a Pupitar which helps Bayleef deal with them. The sub moves toward Silver, but a woman called Luka arrives in her boat and rams it. Butch and Cassidy retreat, vowing to return. Jessie and James decide to follow them.

After apologising for lying about Silver, saying that it was only to protect him, Oliver is asked how he got to be friends with a baby Lugia. Oliver explains that one day, he and Lanturn were out playing at sea. They got caught in a bad storm, and Oliver was forced underwater by a huge wave. The next thing he knew, he was on shore, with a baby Lugia at his side. Luka chips in by saying that her Silver Wing responds with the presence of the adult Lugia. She shows everyone the Silver Wing, which suddenly starts glowing red. Suddenly, the adult Lugia leaps out of the water, with an angry look on it's face. When everyone convinces Lugia that they won't harm Silver, Lugia calms down.

After a while, Silver goes off with Lugia. Ash borrows some diving equipment from Luka, and dives underwater to watch Silver and Lugia. He watches Lugia feeding Silver. Meanwhile, Jesse and James (who got into Team Rocket's secret underwater base by following Butch and Cassidy) try on their new "proper" Team Rocket uniforms. They walk into a room where Butch and Cassidy are giving the Professor their report. The Professor then explains that he wants to catch Lugia for his "Pokemon Power Magnifying Project", which focuses a Pokemon's power into a descructive energy beam. He orders Butch and Cassidy to try and catch Silver again, and to bring him lunch. Cassidy orders Jesse and James (without knowing it's them) to get the lunch. Jesse starts to get angry, but James calms her down and drags her off to get the lunch. Jesse gets so angry, that she hatches a plan to steal Silver herself..........

Back on land, Silver is once again playing with Oliver. Luka says she needs to stock up the boat, and leaves everybody to play on the shore. Suddenly another small Lugia appears. Silver starts to swim over to it, but Richie realises that its a fake and calls out to Silver to stop, but it's too late. The fake Lugia turns into a cage and traps Silver! Butch and Cassidy appear in their submarine, as do Jesse and James who claim they'll take the baby Lugia themselves. As Ash and Co. row out on their boat, a battle ensues. Jessie's Arbok is quickly defeated by Cassidy's Houndour. Bayleef deals with Hitmontop, but Houndour uses a Fog attack. Jesse and James subm,arine gets hit by something, and sinks, the impact of which knocks the gang's boat over. As the fog, clears as is silent. Silver has disappeared..........
