Ash and the others find themselves in a forest. They're heading for Cinnabar Island, where Ash can get his seventh badge. As they pass a tree, Jigglypuff peeks out from behind it. Suddenly a familar voice shouts "Stop thief!" Ash and the ohters see a guy holding a bag and a gun. Ash tells Pikachu to attack, but it sees the gun and gets afraid. Suddenly, a Growlithe tackles the guy and the gun is knocked away. Pikachu shocks the guy. Then a whole bunch of Growlithe surround Ash and the others.
Officer Jenny and some other policemen rush over to the supposed thief and ask if he's okay. She gets mad at Ash for interfering. The man wasn't a thief, he was a police officer, part of a training program for Police Pokémon. Ash's Pokédex says how Growlithe will repel intruders from their territory with barks and bites. Misty and Brock say Growlithe are the perfect police Pokémon. Jenny had said they were their Canine Unit. Brock tries petting one, but it growls at him. Jenny says they won't attack unless she says so. She orders them to line up and they do. She says Ash and the others are their new friends, and to say hello. They all bark.
Of course Team Rocket is watching. They want to catch the whole pack of Growlithe and James has a plan!
At the police station Jenny tells Ash they should eat something. Judging by the way they're all scarfing down the food, she says it shouldn't be a problem. Ash says the Growlithe are even braver than Pikachu. Brock says he couldn't expect Pikachu to be brave when the guy had a gun. Misty says it could have gotten hurt! Jenny says it's dangerous to let a Pokémon do that kind of thing unless it has special training. Ash says he has only used Pikachu for battling. As they talk, Togepi wanders to the edge of the table and reaches for a piece of food there. Its arms are short, so it has to lean over a lot to reach it. Pikachu sees and runs over. It tries to grab Togepi before it falls, but Togepi grabs the food, walks away and Pikachu falls.
Ash asks if Pikachu could get put in the training program. Jenny says not just every Pokémon can. Ash says he wants to be the greatest Pokémon master and he wants Pikachu to be the best too! Jenny says they can be in the training class tomorrow. Ash notices that Pikachu is gone. It's still on the floor where it fell.
A Dodrio crows. It's very early in the morning and everyone is still asleep, except for Jenny. She blows a whistle, waking Ash and Pikachu up. They go back to sleep finding that it's 4 am. But Jenny blows the whistle again and this time Misty and Togepi wake up. They go outside, where there is an obstacle course. Jenny explains that Ash and Pikachu have to race her and Growlithe through the obstacle course. She says that a trainer will have no respect unless it can do what its Pokémon will have to do. Ash tells Pikachu not to lose.
And they're off! Ash and Pikachu pull ahead, but stop when they come to a wire net over some grass. Jenny and Growlithe catch up and start crawling under it. So do Ash and Pikachu. Ash says it's tougher than he thought! Pikachu gets its tail stuck and shocks the net, and Ash too. Jenny and Growlithe come to a wall and climb over it. Ash and Pikachu have a bit more trouble. Ash gets to the top, then falls right on Pikachu! It shocks him.
Ash, Pikachu and the others are by a table, exhausted. Brock asks whether Pikachu isn't good the way it is? Pikachu looks tired too. Suddenly, a van that resembles a Growlithe crashes through the wall surrouning the police station. Jessie and James are standing on the top. They say their lines and all the Growlithe surround the van. Misty says that they can't be thinking about stealing the Growlithe! Brock says that coming right next to a police station is a bit like saying "Will you please arrest me?"
Meowth is driving the van. He says the Growlithe are giving him the creeps! Jessie says they have a plan to make the Growlithe do what they command. They would rob banks and steal things for them! James says they'd be rich! Jenny says the Growlithe would never break the law. Jessie and James put on gas masks and get out some weird tanks and spraying things. A picture of a Gloom is on the tank. They spray it, and everyone starts coughing. Jessie says that now the Growlithe can't use their noses. They get out another tank, this one with a picture of a Psyduck. They spray it, and everyone, including Meowth, finds their voices to be all high and squeaky.
Jenny tells the Growlithe to attack Team Rocket, but they just sit there. Misty says they can't understand her voice. Brock says that they're useless. James says it's time for phase two. A curtain rises around him and Jessie and they change clothes. They're both dressed as Officer Jenny! They both have weird looking megaphones, which Jessie says have synthesizers on them. She switches the dial to a picture of Jenny's face and talks through it, sounding just like her! She tells the Growlithe to sit, beg, and lie down, and they do! James tells them to arrest Officer Jenny and they do, tying her up. Then they have the Growlithe line up. Meowth opens the back door of the van and Jessie tells the Growlithe to get in.
Ash says they can't take them. Jessie orders the Growlithe to attack - and Ash, Misty, and Brock left their Poke Balls in the police station! Meowth says they should capture Pikachu. Jessie leaves for a moment and comes back, dressed like Ash. She sets the synthesizer to a picture of Ash and says for Pikachu to get in the van in his voice. But Pikachu knows who the real Ash is. Brock says they recognize what's in each other's hearts, so Pikachu can't be fooled like that.
Jessie tells the Growlithe to attack them, but Pikachu shocks all the Growlithe. It soon gets dizzy from using to much electricity. Ash rushes over to it. Suddenly, a spotlight appears in front of them and Jigglypuff walks over. It sings a tiny bit of its song, then walks away. Ash gets confused as everyone who saw that part. Jenny has gotten herself untied. Jessie tells one of the Growlithe to attack her and it bites her hand. Then the Growlithe has a flashback, remembering when it was a puppy, and Officer Jenny was holding it, and when it was hurt, and Jenny was asking if it was okay. It lets go of her hand,and licks it. They hug.
Jessie and James tell the Growlithe to attack, but they aren't going to fall for that. They try switching to different voices, but then they do each others' voices! Then Jessie does Meowth's! Meowth drives away in the van and Jessie and James are chased away by the Growlithe. They all gather around Officer Jenny.
Later, when everyone's voices are normal, Ash is sayng how it was a mistake to try and make Pikachu better. He likes it the way it is! Jenny says they recognize what's in each other's hearts and she pets the Growlithe. All of a sudden, someone starts saying things in her voice! "I want Brock to know whats in my heart! He's so good looking and talented! And I love him so much!" It's Brock, using one of the synthesizers. Misty says he's pathetic and Jenny just laughs.
So Ash and the others leave. Brock drops the megaphone. Jigglypuff peeks out from behind a tree and sees it.
