Firstly, you need to catch two certain Pokemon: Relicanth and Wailord. Relicanth can be found Underwater near Sootopolis City, but it is very uncommon. Wailord can be caught wild using a Super Rod on Route 129, but they are very rare. Or you could just catch a common Wailmer and evolve it at Lv 40. Make sure that you also have a Pokemon that knows Dig.

Then, you must find the place where you can Dive, west of Pacifidlog Town. The Diving spot happens to be right in the middle of the awkward currents. To get there, keep near the bottom and don't let yourself get dragged away. When you get there, you can Dive down and follow the path. Eventually, you should see some odd writing, which it is actually Braille. Standing right next to it, Dive upwards again, and you should submerge into a cave covered with Braille. Go to the far end of the cave and there will be some more Braille. Stand in front of it and use Dig. A hole should appear in the wall in front of you. Go through it into the next room. Now, put Relicanth as the first Pokemon in your party, and Wailord as the last. Go to the far end of the room and press A in front of the usual Braille. There should be an earthquake, and a message will say that a door opened somewhere. You have now released the 3 Pokemon.

Regice

To find Regice, go to Petalburg City. Go west onto the beach and surf further West. Explore around and eventually you should find an Island with a mountain. Go inside and stand in front of the Braille wall and press A. I strongly suggest doing something like going to the loo at this point, as the next room will only open if you do nothing for one minute. After an extremely boring minute, you can go in and battle Regice.

Regirock

To find Regirock, you need to go to that Desert with the Sandstorm. You should find that a cavern has appeared in a big rock. Go inside and move to the Braille slate. Press A and then press: Right, Right, Down Down. Use Strength and the door to regirock will open.

Registeel

To get Registeel, go to Lilycove Town and walk west. Keep going past the Safari Zone until you have to go up a mound of Earth with the Mach Bike. Keep going upwards and it should start to rain. You should see another cave. Enter it, and proceed to the Braille slate. Press A, then go back to the middle of the cave and use Fly. You should now have access to the cave containing Registeel.
