It's the Aurora Pokemon, an aurora is something seen in the night sky in the north, and she zips around the region at high speed, which made me think of Aurora and Northstar from Marvel Comics. Everyone knows that Suicune produces the purest water in all the lands, therefore, Mt. Franklin Water Company clearly must have kidnapped Suicune, and forced it to do their bidding.
