Why are water moves effective against Magcargo, if in the definition it says that it evaporates it and makes a load of fog?

Sentret thinks it's because to make the water evaporate, energy needs to be added to the water to make it into a fog, so that that energy needs to come from, like, the Magcargo's fire flames hotness things, cooling it down, and weakening it!!!!
