Dear Sentret, Is Delibird supposed to be a penguin? Because everyone says it's not but I think it is, so can you please clarify?

Sentret hasn't seen a Delibird in real yet because Sentret thinks it's much too cold around them. But they showed Sentret a picture and Sentret thought they just painted the black penguin red.
