Perhaps the set name does not quite reflect the resulting state of boredom the opponent faces. Surf and Ice Beam hit a spectrum of types, but will come up short against other Water Pokemon. This is why Toxic is included, and then the only thing you'll have to worry about as that shifty looking Qwilfish. The main idea of the set, however, is to spin away those Stealthy Rocks and Spikes that seem to pervade UU. Consider placing Counter over Toxic if you feel confident enough that Blastoise will be taking hits from physical attackers. Weaker Choice Banded Pokemon from OU and BL (such as Aerodactyl) will not appreciate their Stone Edge being rebounded back at them, which is all the more incentive to do so. However, you will be flailing when they send out their bulky water such as Suicune or Slowbro if you give up your Toxic moveslot. Mirror Coat is if you fear the Special Sweepers more than you do the Physical ones.
The EVs are all focused in Defence because you need the survivability to use Rapid Spin. Most users of Stealth Rock, Spikes and Toxic Spikes boast impressive Attack, so ensuring that you can take an Earthquake from Hippowdon is vital.

If you want to go Physical, which can be done, go Impish and put those 6 SAtk EVs into Attack, switching Surf and Ice Beam for Waterfall and Return/Iron Head.
Underrated Rest talker, works very well in UU or BL, and to an extent OU as well. Choose your nature, either way you want that Defence boosted. Blastoise makes a great "bulky water" with very strong defensive stats. It's quite lackluster attackingwise though. If you want it to do a little attacking, put a few EVs into Special Attack, though you'll have to put rather a lot in for it to be of any use, taking away the defence that it really does need.

This set seems a little odd at first, as it doesn't serve any purpose other than to take a hit and then die - however, this set has proven to be quite potent at removing a rampant sweeper that would otherwise threaten to tear apart your team.
The set is designed to take damage from the harder hitters of OU and bounce the damage back for an OHKO. Aqua Jet may be its only attacking move, but when Blastoise falls below 33% HP, that Torrent boosted attack can be rather attractive in finishing off a frail revenge killer. Protect will see limited use, but can be rather useful for stalling for Lefties recovery for a second round of countercoating.
Gary Oak Appears from Pokémon - I Choose You! Gary's starter was unknown until Ash battled him at the Silver Tournament. He brought out a Blastoise, meaning he obviously got Squirtle from his Grandpa in Pokémon - I Choose You!. It must have evolved into Wartortle and then Blastoise in the time between these episodes.
Cissy Appears from Fit To Be Tide Caught prior to Fit To Be Tide. It raced against Ash and Lapras in the Water Pokemon Wave Ride.
